HALF A LOAF: After FIJ’s Story, FG Makes Minor Updates to CDCU Portal

The federal government has made some changes to its Citizens’ Delivery Tracker App after an FIJ report exposed its flaws.

FIJ observed on Thursday that the Central Delivery Coordination Unit (CDCU) portal had new information on deliverables for the Ministries of Finance, Police Affairs, Budget and Economic Planning, and others.

Some of these changes have the ministries going from zero regard for citizens’ feedback to promising to implement some feedback they receive.

Launched on April 8, the CDCU app promised to “enable all citizens to view the deliverables and key performance indicators for all ministries and give their own assessment on the performance of each of the indicators”, CDCU boss Hadiza Bala-Usman said as much.

However, on September 28, FIJ found that the app was not available on Google Play Store or Apple Appstore. Users could only access or download it via app.cdcu.gov.ng.

The website opens with a list of the president’s eight priority areas; reform the economy, strengthen national security, boost agriculture, unlock energy and natural resources, enhance infrastructure and transportation, focus on education, health, and social investment, accelerate diversification and improve governance.

In September, FIJ found that most of the ministries had no monitorable projects to track, and those that did had links that led nowhere.

In September, FIJ found that the Ministry of Finance had a 2024 target of zero citizens’ input implemented. The ministry only expected no more than one input from Nigerians but promised to implement none.

These numbers changed after FIJ’s report. The ministry now expects at least 20 different feedbacks and promises to implement at least 12 of them.

Although the finance ministry’s PI changed, the Ministry of Budget and Economic Planning maintained its zero number for the targeted number of citizens’ feedback it hopes to implement before the year ends.

Meanwhile, the Ibrahim Gaidam-led Police Affairs Ministry upped its number of prosecuted criminals from 18,000 to 40,104 for 2024.

FIJ reported how the ministry forecast that it would apprehend 42,000 criminals during the year when it only had plans to prosecute 18,000, a number that was less than the 29,052 prosecutions it claimed it prosecuted in 2023.

The Ministry of Interior still maintains its plans to release 170,500 inmates in 2024 alone. This, FIJ reported earlier, is more than three times the number of awaiting trial inmates and more than double the total number of inmates.

All MDAs still had links that led nowhere with no listed projects at press time.
